Wu Jinhao, General Manager of EWISH, expressed warm welcome and heartfelt thanks to all the leaders and guests on behalf of all the staff. Wu Jinhao first reviewed the development process of EWISH, and said that the Testing Center would strengthen scientific research, standard setting, personnel training, academic exchanges and other work under the leadership and support of China National Light Industry Council and be built into a science and technology center and demonstration center in the field of cosmetic efficacy evaluation to lead the technological innovation of the industry and promote the standardized development of the industry.
Vice Chairman Liu Jiangyi pointed out in his speech that the inspection and testing were an important part of the national quality infrastructure and an important force to ensure the high-quality development of the light industry. China National Light Industry Council attaches great importance to inspection and testing. Approved by the former Ministry of Light Industry, China Light Industry Association and State Light Industry Bureau and the current China National Light Industry Council, there have been 87 light industry inspection and testing institutions with valid qualifications up to now, playing an important role in ensuring the government's product quality supervision and the high-quality development of the service industry. "Cosmetic Efficacy Evaluation and Testing Center", as an inspection and testing institution specializing in the field of cosmetic efficacy evaluation approved by the China National Light Industry Council, is an important force to ensure the effective implementation of the new version of the Regulations on Supervision and Management of Cosmetics and a strong support for cosmetics enterprises to increase varieties, improve quality and create brands. Vice Chairman Liu Jiangyi hopes that the "Center" will strictly and rigorously carry out inspection and testing business to enhance its credibility according to the general objective of building a light industrial power, based on the laws and regulations and justice and equity and pursuant to the basic principles of science, rationality, truth and objectivity; it needs to innovate and lead, take the long view, continue to increase investment in scientific research and equipment, expand the scope of testing, enhance core competitiveness, form a sound development situation of advanced technology and efficient operation, improve capacity, expand cooperation, strengthen cooperation with scientific research institutions, standardization organizations and certification and accreditation bodies and develop from providing the single inspection service to participation in product design, research and development and production and use of the full life circle to provide package solutions.
Chairman Yan Jiangying said in her speech that the approval of China National Light Industry Council for the establishment of the Testing Center injected a strong impetus into the cosmetics testing industry. The Testing Center had an important significance in strengthening the basic research and application of cosmetic efficacy evaluation, providing scientific support for the cosmetic efficacy claim and guiding the standardized development of cosmetic efficacy evaluation in China. At the same time, she expected that the Testing Center would take an active part in the formulation of relevant standards and assist the Association to promote the normative management of the evaluation of cosmetic efficacy claims. Chairman Yan Jiangying gave an understanding of EWISH: The name "EWISH" had a natural connection with cosmetics. The meaning of "Yi" included "cheek" and "maintenance". Chairman Yan made four "only" wishes to EWISH's future work: as for the quality, it's necessary to fully implement the strategy of strengthening the country by quality, improve the quality of testing equipment, the work quality of inspection personnel, the quality of inspection and testing reports and the quality of the whole process control of inspection and testing; as for the honesty, all work should be honest; as for the faith, it's necessary to be trustworthy and trust-based; as for the truth, the inspection and testing report must be true, the inspection and testing process must meet the standards, inspection and testing personnel must adhere to the original intention, truly serve the government and consumers and live up to the Cosmetic Efficacy Evaluation Inspection and Testing Center (Beijing) of China National Light Industry Council, which is a significant and heavy name.
After Liu Jingjing, Deputy Director of China National Light Industry Council, read the approval document of the Testing Center, Vice Chairman Liu Jiangyi gave a license to EWISH and issued a letter of appointment for the Director of the Testing Center to General Manager Wu Jinhao.
To better carry out "scientific research, standard development, personnel training and academic exchange" work, promote the high-quality development of cosmetic efficacy evaluation and lead the industry standardization, the "Testing Center" has set up an academic committee, with Liu Wei as the Chairman and Dong Shufen, Zhao Hua, Tan Yimei and Zhang Yingqi as members. Wu Jinhao, Director of Testing Center, issued a letter of appointment to the members, and Professor Liu Wei, Head of the Academic Committee, made an important speech.
